- Florida Health Care Providers as defined by HIPAA (services performed by physicians, and services performed by a host of other health care professionals, as defined in 42 U.S.C. 1395x(s) and 1395x(u)), and any other person or organization “who Furnishes, bills, or is paid for health care in the normal course of business shall accept and treat all patients with Medicaid, Medipass, and approved Medicaid Substitution Programs equally to all other forms of insured patients.
