HAVA, enacted in 2002, included a new set of federal election requirements such as the replacements of outdated voting equipment, creation of centralized Statewide databases of registered voters and improvements to the administration of elections.
NVRA, enacted in 1993, expanded voting opportunities by designating a number of certain governmental offices/agencies, other than just election officials’ offices, where eligible persons could apply to register or update his or her registration record at the same as he or she received other governmental or public assistance services. In addition, NVRA provided for registration by mail. By 1995, Florida enacted law implementing NVRA in the state.
